Application for Ministry of Education Teacher Certificate for Part-Time Teacher (Submitting Degree for Qualification Review)

Part-time faculty must have taught at the university at the respective rank for at least two academic years (or four semesters) before they may apply for a teaching certificate via degree review in the semester of reappointment. The teaching certificate review semester must include at least one credit of actual teaching.
All applicants for teaching certificates must undergo external review of their publications, and related expenses shall be borne by the part-time faculty member. However, if a part-time faculty member has already completed the external review when initially appointed to the intended rank and it has been less than six years, they may be exempt from a new external review.
The age limit for part-time faculty to apply for qualification review is under 65 years. However, if the applicant has not reached 65 years by the beginning of the semester when submitted to the Ministry of Education for review, leniency is allowed.
 
3. Eligible Candidates
Part-time lecturers who have taught for 4 semesters at the university may apply for the Ministry of Education Lecturer Certificate in the 5th semester;
Part-time assistant professors who have taught for 4 semesters at the university may apply for the Ministry of Education Assistant Professor Certificate in the 5th semester.
Part-time faculty cannot apply for Ministry of Education Associate Professor or Professor Certificates at the university.
 
4. Calculation of Teaching Period
Calculated from the effective date of appointment at the respective rank, based on the university appointment letter.
During the appointment process, if teaching is conducted under a temporary assignment, this period does not count toward the rank-specific teaching experience.
The appointment period must be at least one semester. That is, if the effective date of appointment is after the semester begins (August 1 / February 1), the semester eligible for Ministry of Education certificate application is calculated from the following semester.
Example: A part-time lecturer who obtains a doctoral degree and completes the third-level faculty evaluation receives an Assistant Professor appointment with an effective date of October 30, 2022. Since the current semester (2022 Academic Year, 1st Semester) is less than one full semester, the calculation starts from the 2nd semester of the 2022 Academic Year. The faculty member may apply for the Ministry of Education Assistant Professor Certificate in the 5th semester (2nd Semester of the 2024 Academic Year).
